Hvetjum stjórnvöld til að falla frá niðurskurði til vísinda / We encourage the Icelandic government NOT to cut funds for basic science
Fjárlagafrumvarp fyrir árið 2024 gerir ráð fyrir stórfelldum niðurskurði til samkeppnissjóða Vísinda- og tækniráðs, eða samtals um rúman milljarð króna, þrátt fyrir að fjárveitingar til hans séu mun lægri en í sambærilega sjóði í nágrannalöndunum.
- Ljóst er að verði af niðurskurðinum verður mikill atgervisflótti ungra vísindamanna úr íslensku vísindasamfélagi strax á næsta ári þar sem niðurskurður í Rannsóknasjóð einan og sér nemur ársverkum 70 doktorsnema.
- Vísindi eru undirstaða framfara í samfélaginu og forsenda nýsköpunar í atvinnulífinu. Grunnrannsóknir eru eina leið okkar til að búa til alveg nýja þekkingu.
- Samkeppnissjóðir fjármagna bestu vísindin, eru forsenda gæða í menntun doktors- og meistaranema og eru nauðsynlegir til að íslenskir vísindamenn geti sótt fé í erlenda samkeppnissjóði.
Í síðustu Vísinda- og tæknistefnu eru metnaðarfull og skýr markmið um eflingu íslensks þekkingarsamfélags. Þar er meðal annars gert ráð fyrir að samhliða fjárfestingu í nýsköpun verði að styrkja grunnrannsóknir til að efla skilning okkar á menningu, samfélagi og náttúru og stuðla að agaðri, vísindalegri þjálfun ungs vísindafólks. Niðurskurður í sjóði sem styrkja grunnrannsóknir gengur því þvert á vísinda- og tæknistefnu Íslands auk stjórnarsáttmála núverandi ríkisstjórnar sem kveður á um eflingu grunnsjóða í rannsóknum og nýsköpun.Við, undirrituð, hvetjum stjórnvöld til að hugsa til framtíðar og auka fjárveitingar til samkeppnissjóða Vísinda- og tækniráðs.

The proposed budget for 2024 includes a large cut (1 billion ISK) to the competitive grants allocated by the Icelandic Research Foundation, including public competitive funds in the fields of research and innovation. Even though these funds have traditionally been considerably lower than in neighboring countries.
- If the cut happens - then Brain drain follows. It will particularly affect young scientists as the cut to the IRF research fund alone corresponds to 70 doctoral student man-years.
- Science is the foundation of societal progress and essential for innovation in industry. Basic science is the only way to generate new knowledge, which humanity does need.
- Competitive grants are the way to fund the best science, are also necessary for education of masters and doctoral students, and absolutely essential for Icelandic researchers to be able to succeed when applying for international competitive grants.
The newest Strategy for science and innovation, published by the Icelandic Science and Technology Policy Council, outlines clear and ambitious goals for enhancing the Icelandic innovation society. For instance, it outlines increased support for basic research to gain knowledge on culture, community and nature, while simultaneously providing first-rate training to young scientists. The proposed cuts to the IRF competitive funds are completely contrary to this Strategy, and also contrary to key items in the Government agreement from 2021 which specifically indicates boosting basic funds for research and innovation.We, here signing, encourage the Icelandic government to think of the future, and increase funding for the competitive grants of IRF and the Icelandic Science and Technology Policy Council.
