The MPI seems ineffective in dealing with vile cruelty to farm animals. And SPCA is under-resourced and unable to cope.

For a few years now during Christmas and other times too, I have spotted dogs roaming the streets, not strays, but lost dogs. I have on numerous occasions called the SPCA only to be told that unless the animal was injured they wouldn't act. Prevention and not remedy is key in all aspects of our lives and prevention of animal suffering should be the first rule in an organization like SPCA. A NZAP would definitely make the animal act more than a guideline would finally being to light the far larger amount of neglect, abuse and suffering of precious animals than currently known about. So many countries are leading with new laws and the implementation of those laws, NZ SHOULD NOT BE following the lead but being leader. Animals have feelings too only ignorant people and governments think otherwise.

Because I have a American staffy. I am sick of his breed being targeted. Too much neglect and abuse is happening to our animals. Also pure frustration with keeping dogs on chains and unresponsiible parents not supervising children around dog.

People who are cruel to animals have it in them to turn on humans too! Stop them before it escalates, through appropriate sanctions that actually deter others, and maybe give them some psychiatric help too - mistreating the vulnerable is just not acceptable behaviour!

Too many sickos get away with ill treating animals. There is plenty of proof that shows that ill treating animals is just the start and these people always escalate to hurting and ill treating other helpless souls and that includes children. Stopping them early and giving them the appropriate punishment / treatment early on would solve so many issues. It's time we did more for those that do not have a voice

I signed because levels of treatment and abuse of our animals in New Zealand is appalling! to say the least. Used and abused a lot of them, not just domestic animals but farm animals as well. There needs to be a huge attitude change. I think it shows in how we treat our children as well.

Because...... Animals can't defend themselves, they have no voice. We nd to be there voice. If we starved a child or human, left them locked up, abused them mentally or physically you'd get locked up, for that to a animal...... You'll get a smack on ya hand maybe a little fine or not able to own animals for x amount of years. It's bull shit an nz needs to WAKE UP.

I don't think the SPCA is coping with the volume of animal neglect and/or abuse cases and I am concerned at the escalating scale of these offenders who are no doubt an all-round risk to others and the police need to know who they are.

I agree that our system of animal care and protection is out of date, the only part of the proposal I do not agree with is de sexing at 3 months, animals should be sold with a pre paid voucher to de sex. There are clearly more domestic pets than there are responsible pet owners so breeding should be licenced and controlled.
