I have worked in mental health and addictions for many years. I know that the provision of a safe consumption site is the best thing that we, as a society, can to to support people who are in the throes of addiction. It's imperative that Victoria have such a site.
Residents don't want one ion their area. This can be understandable. How can their minds be changed? Education is the key. Sent out information/education, but don't tell residents what is in their best interests. Simply inform and educate them.

As a previous consumer, I simply believe in the overall benefit of safe consumption sites to the entire community. Safe consumption sites are a benefit to all, not just the consumer. It is in everyone's best interest to have a safe supported clean & healthy location for individuals to use their drug of choice, where there is supervision for the individuals safety & to provide aid if required.
