All-Way Stop Control at Main St and 3rd St E

I am writing to formally request that the City Council and the Department of Public Works evaluate and implement a four-way stop at the intersection of Main Street and 3rd Street E. As a resident invested in the well-being of our downtown area, I believe the current traffic configuration poses a significant risk to public safety. This intersection serves as a primary artery for three distinct populations, all of whom are currently vulnerable under the existing conditions:

  • University Students: With UW-Stout’s campus integrated into the downtown landscape, hundreds of students cross this intersection daily to access housing, dining, and academic buildings.
  • Local Residents: As downtown Menomonie continues to grow, more residents are utilizing these sidewalks for daily errands and recreation.
  • Tourists and Visitors: Our local businesses and the nearby Mabel Tainter Center draw visitors who may not be familiar with the speed or flow of local traffic, increasing the likelihood of accidents.

 

Safety Concerns

The heavy foot traffic at this location frequently creates "near-miss" scenarios. Pedestrians often have to step into the roadway to be seen by oncoming traffic, and the current two-way stop configuration on 3rd Street E leaves Main Street traffic moving at speeds that are incompatible with the high density of walkers.

 

Proposed Solution

Converting this intersection into a four-way stop would:

  • Regulate Traffic Speed: Naturally calm traffic entering the historic downtown core.
  • Increase Visibility: Ensure that drivers from all directions are required to scan for pedestrians before proceeding.
  • Enhance Accessibility: Provide a safer, more predictable crossing environment for those with mobility challenges or families with small children.

 

The safety of our neighbors and visitors should be our highest priority. I ask that the Council direct the appropriate committee to conduct a traffic safety study at this intersection with the goal of installing all-way stop signage.
