Demand Refund and Accountability for Sivasagar Flood Relief Donations

We, the Association of Donors of Bondhu Streams aka Pingkal Pratyush Singh and Dhiman Streams aka Dhimangiri Raychoudhury, represent donors and concerned citizens who contributed to the flood-relief fundraising campaign for people affected by the floods in Sivasagar, Assam.

Approximately ₹32 lakh was reportedly collected, while approximately ₹7,98,830 has reportedly been spent. A substantial amount therefore remains to be accounted for.

Donors contributed this money specifically for humanitarian flood relief. We believe donors have the right to know exactly where their contributions went and to have their money returned if it was not used for the purpose for which it was donated.

Various allegations and concerns have emerged regarding the utilisation of the funds, including questions about expenses that may not have been related to flood relief. These allegations should be independently investigated and should not be treated as proven facts without evidence.

Our Main Demand: Refund the Donations

We are calling for the remaining flood-relief funds to be returned to the original donors, wherever this can reasonably be done.

If individual refunds are not practically possible, we demand that the remaining funds be transferred to a reputable, independently verifiable NGO or charitable organisation working directly with flood-affected communities, with the transfer publicly documented.

Why We Are Demanding This

We acknowledge that claims of transparency have been published through the fundraising campaign's own channels. However, self-published statements or accounts are not sufficient for us to consider the matter independently verified.

We therefore request:

  • A complete statement showing the total amount collected.
  • A complete, itemised record of expenditure.
  • Original bills, invoices and receipts supporting the expenditure.
  • Bank/payment records demonstrating where the donated funds went.
  • A clear accounting of every rupee remaining from the original collection.
  • Independent verification or audit of the accounts.
  • Immediate refund of the remaining funds to donors, wherever possible.
  • If refunds cannot reasonably be completed, transfer of the remaining funds to a trusted and independently verifiable NGO for flood-relief work.

Our Position

This petition is not a call for harassment, threats or personal attacks against any individual.

It is a demand from donors who contributed money in good faith for a specific humanitarian purpose.

We want the funds either returned to the people who donated them or placed under the control of a trusted, independently verifiable humanitarian organisation.

Until the complete use of the funds has been independently verified, we believe donors are justified in asking for the remaining money to be returned.

Every rupee donated for flood relief deserves accountability.
