This happened in 2012 does not eliminate it from being a crime. This photo and the rego number should put this monster in prison where he/she belongs. Not punishing this criminal only opens up doors for them to do it again and worse. THIS NEEDS TO BE TAKEN VERY VERY SERIOUSLY. ITS HORRIFIC AND A DISGRACE OF ALL HUMANS AND ANIMALS AT LARGE. PUT THEM AWAY!!!!!!
