The perpetrator of this malicious act must be brought to justice. South Korea is one of the most technologically-advanced countries on the planet. However, its utter disdain for animal welfare & rights make it one of the most inhumane. Please start remedying your poor international public image by giving this poor dog some justice, in its appalling death.
