Jackie Robin West LL is landlocked...it surronded on all sides by other little leagues. There was no wha for them to expand their boundary without encroaching on another league. Accordimg to the discription of the map.change in the USA Today artice JRW's expansion took "land" from three other leagues. Also, keep on mind, that JRW'S previous boundary was already huge. Their website proudly boast 530 kid participation. The surroundimg leagues are not doing nearly as well and could ill afford losing kids. Simply put, asside from making "all stars" elligible their is no other rational explanation for the boundary change.
