Calling of SGM to discuss immediate change of billing structure.

This petition serves to compel the trustees and management agent of Constantia Park to call an immediate Special General Meeting to discuss and change the billing structure for the following items in order to insure fairness with regards to financial responsibilities across the Body Corporate (Owners)

 

Currently the PQ rating is used to divide costs for Water consumption, Sewerage, Refuse and common property electricity which do not reflect true and accurate consumption model for each unit, placing larger burdens on some and less on others.

 

NB!! Unit numbers and quantities in this document are purely examples.

Water:  Where a larger unit, as for example unit 25 who has one resident and does not utilise nearly the same amount of water as for example unit 27 who has four.  Unit size does not dictate the amount of people that stay in a unit as some of the smaller units often have four, five or more adults living in them which in some cases divide costs amoung themselves but put greater strain on water usage but have less of a financial responsibility and therefore allocation of costs related to water with the PQ model is not accurate or fair. 

Sewerage: Where a larger unit, as for example unit 1 who has only two residents and does not utilise the sewerage infrastructure nearly as much for example unit 27 who has four.  Again, unit size does not dictate the utilization factor as per my previous example as some of the smaller units often house more people. Allocation of costs related to sewerage in this manner (PQ) is not accurate or fair. 

Refuge: Where a larger unit such as for example unit 26 who has only two residents and does not utilise the refuse services nearly as much and only puts out a bin every third or so refuse cycle compared to some of the other units putting their fully loaded bins out every single cycle. Allocation of costs related to refuse in this manner (PQ) is not accurate or fair.

Common property electricity: This is not even debatable.  Common property electricity is equally benefitting ALL 38 units including the 39th (Complex) entity.  There isn't one unit who gets more security from having more light around them producedd by common property lighting or one unit that gets more benefit from the one remaining gate that still uses mains power.  Everyone benefits equally and thus this cost should be divided equally in 39 portions.

As the complex also exists as an entity that produces waste, uses water from common property taps, consumes electricity and makes use of the sewerage infrastructure I propose that the bills for these items (Water, common property electricity refuse and sewerage be split into 39 equal portions, 38 units and the Complex entity as nr 39.  38 unit will each cover their equal share and the 39 portion will come out of the monthly levies account.

Division of costs in this manner is accurate and fair to the entire body corporate and we the Body Corporate of Constantia Park hereby request the trustees and managing agent to call an immediate special general meeting to the discuss the above proposal and amend the billing structure with immediate effect.
