PETITION AGAINST THE ROLL-OUT OF ESKOM SMART METERS IN MOGALE CITY

Introduction

The PAC West Rand Region, acting in the interest of the people of Mogale City, hereby submits this petition opposing the proposed roll-out of Eskom smart meters under the current socio-economic and service delivery conditions affecting our communities.

Background

Residents of Mogale City continue to face serious service delivery challenges, including:

Ongoing water disruptions

Severe potholes and deteriorating roads

Lack of tarred roads in several areas

Faulty and unreliable electricity supply

Despite these unresolved issues, the roll-out of smart meters is being pursued without sufficient public consultation or transparency.

Our Concerns

1. Affordability Crisis

Many households are already struggling with high electricity costs. The smart meter system raises concerns about increased tariffs, additional service charges, and automatic deductions without adequate protections for indigent households.

2. Lack of Meaningful Consultation

Communities have not been properly engaged through structured ward-based public participation processes.

3. Flat Rate Demand

We call for a fair and transparent flat-rate electricity model that takes into account the economic realities of working-class and unemployed residents.

4. Service Delivery First

Infrastructure and basic services must be stabilized before introducing new billing technologies.

Our Demands

The PAC West Rand Region, together with the residents of Mogale City, demands:

An immediate halt to the smart meter roll-out.

Full public consultation in all wards.

Transparent disclosure of tariff implications and contractual agreements.

Engagement with community leadership structures before any further implementation.

We, the undersigned residents, stand united in defense of fair, affordable, and transparent service delivery.

Until proper consultation and agreement are reached, we do not support the implementation of smart meters in Mogale City.
