We may know people from other countries or you have a new classmate from another city or country and when you try to add that person Facebook policy blocks you claiming you don't know that person...This is an abusive way as the person asked for friendship can always blocks the adder or simply refuse the request...
Sign this so Facebook changes its policy and let people add another people it is a SOCIAL network.
The people who don't want friend request must configure it in their privacy section.
