Stop Property Hijackers: Restore Justice. Restore Order

Property and house hijacking is a serious problem that affects many innocent owners, causing them financial loss, emotional distress, and a sense of insecurity. While the PIE Act aims to protect vulnerable individuals from arbitrary eviction, it has inadvertently created opportunities for criminal hijackers to exploit the system. We urge the government to review and amend the PIE Act to better address property hijacking,  reclaim and return stolen properies to the rightful owners.*

*Therefore, we petition the government to:*

• 1. *Amend the PIE Act to streamline the eviction process* for property owners in cases of clear property hijacking, while ensuring the rights of vulnerable owners and individuals are protected.
  2. *Introduce mechanisms to differentiate between vulnerable occupants and criminal hijackers*, including requirements for proof of genuine vulnerability and hardship, and stricter measures to identify and penalize those involved in property hijacking.
  3. *Improve collaboration and resource allocation* between law enforcement agencies, municipalities, and property owners to effectively address property hijacking, including establishing dedicated teams within the SAPS, local municipality, deeds office, and the Hawks to investigate hijacked buildings, arrest perpetrators  and respond to unlawful house eviction more rapidly.
  4. *Strengthen municipal by-laws and enforcement* to address issues such as illegal occupation, vandalism, and public safety hazards associated with hijacked buildings or homes.
  5. *Ensure hassle free and speedy return and fair outcomes* for home owners whose houses have been hijacked
