با توجه به مشکلات متعدد ایجاد شده در هسته معاملات طی چند ماه اخیر و عدم اقدام مناسب به منظور رفع آن از سوی سازمان که موجبات ضرر و زیان فراوان سهامداران خرد را فراهم آورده، ضرورت دارد تا زمان رفع مشکلات اشاره شده، بابت خدماتی که به نحو مطلوب ارایه نمی شود کارمزد خدمات مربوط به شرکت بورس و فرابورس و همچنین فناوری از سهامداران شخص حقیقی بازار سرمایه اخذ نشود.
بدیهی است سایر کارمزدها و کسورات از جمله کارگزاران، حق نظارت سازمان، شرکت سپرده گذاری و مالیات، تا زمان ارایه خدمات مطلوب به قوت خود باقی خواهد ماند.
