Building incomplete tar roads & street names

Since buying a house in 2014 at Calladium Viilage Klipportjie. Tar road was incomplete and we were promised that they were in the middle of constructing the roads. However, it's been 5yrs now of paying rates and services but we still don't have a tar road. New houses have been built in the past year 2018, on the other side with tar roads. We still don't have a tar road. 1. The problems we incur when it rains are unimaginable. It's always muddy, ponds of water everywhere where cars drive, people walk in the mud and children can't play properly because of the mud. Cars can slip or get stuck in the amount of mud. Children can get hurt in the muddy road when playing and arrive dirty at school from walking in the mud. Even walking isn't safe because you can slip and fall into the mud. 2. We don't have street names in a whole community, which makes it difficult to receive mails. 3. Sewer system is constantly block and water flows in people yards. This is a health hazard because it seems as if the municipality is unable to get a permanent solution to this problem. We have logged several faults to the municiplaity to come fix the drains but they always take long to respond and after fixing the drains, they block again after a few months. Lastly, we have expressed our concerns to the Ward Councilor before the 2019 elections but no interventions and solutions have taken place. What would satisfy us the most right now is getting tar roads before injuries occur or damages to our cars. We as the community want the Mayor's Office or relevant department to attend to our issues.
