Continuous noise disturbance from Lina Estates

For 6 months now, members of Braca, have been communicating with the HOA at Lina Estates regarding continuous noise disturbance. It is continuous barking of dogs during the day but also through the night.

the chairman of the HOA has admittedly confirmed he has received multiple complaints yet still nothing has been done

Email from Andrew at Lina Estates :-"I have been receiving multiple complaints from people living adjacent to Lina Estates (1x Charlie, CC’d) over the last few months regarding the incessant dog barking which appears to be coming from Unit 28 (Mr Lucky Radebe). As a starting point in resolving this issue, Charlie is willing to contact Lucky directly in an attempt to reach an amicable solution in this regard. Could you please provide his contact details in order for him to contact him directly? If there is no resolution reached in this regard, we will need to investigate escalating to relevant authorities or organisations e.g. SPCA or others."

Further to this email he walked around the complex one early morning and took video which he shared with us at Braca'

since then the attitude has changed and the Lina Estate HOA are saying they are not getting involved and not interested in getting involved. Even saying the following:-

 "Please note the following: The Lina Estate HOA is mandated to handle the affairs of the homeowners within the Estate. There has been no complaints laid in this regard to date and therefore we have no mandate to act on either, your or BRACA’s behalf to the detriment of any homeowner in the Estates.  Please note I will not be responding to any further emails or correspondence in this regard.  Regards Andrew Blair "

this total disregard for neighbours is not acceptable. We also have a right to be able to have a good nights sleep and not have our peace disturbed continuously. We have no access to the complex and as such rely on their assistance dealing with this. We were given a contact number for Mr Radebe which was incorrect and despite requesting contact details we have not received any 

as a community we need to stand together and try and resolve this with the HOA of Lina Estates
