Have the bureaucrats of the Basel gov't never been to a concert in one of their gorgeous historical churches? Do they not know how very unique their city is in providing a space for people from all over the world to learn about and practice historical music? (not to mention all the other forms of music that the city is known for, largely through the efforts of the MusikAkademie...) And clearly they have no idea how important (artistically and financially) and completely normal it is for a musician to work in a variety of contexts. Only orchestral musicians ever have the chance to work for a single employer. None of the forms of music for which Basel is world famous call for an orchestra. Without the input of musicians from all over the world, Basel will lose its special status as a mecca for early music. This will be a great loss for the city and for the musical community.
