Gauteng Department of Social Development must establish a dispute resolution committee for NGO,s

Gauteng DSD sometimes stops or pauses funding to NGO's, Beneficiaries and stakeholders claiming that they were non-compliant. Sometimes, the welfare sector gets their subsidies very late which puts the services which they render at risk, yet for the 2020/2021 financial year, GDSD have underspent by R438 million the whilst vulnerable people in the province continue to suffer. 

We, people of Gauteng, the NGOs, beneficiaries and stakeholders of the Gauteng Department of Social Development demand that a dispute resolution committee be established in Gauteng.

The objectives of the dispute resolution committee will be to investigate disputes with the Department of Social Development, ranging from late payments, cancellations of subsidies and any other matters with the NGO sector, while also developing a recommendation on the disputes.

We suggest the following representatives form part of the dispute resolution committee:

  • Representatives from the GPL Social Development Oversight Committee portfolio committee based on fair representation of all political parties that sit on the committee
  • A representative from the Department of Social Development’s monitoring and evaluation unit
  • Representatives from the Department of Social Development’s senior management.

In addition, when there is a dispute, the concerned NGO should be called to a dispute resolution committee to make a submission.
