No to 320 Million LBP Loan of Paracelis, Mt. Province
The loan has the following irregularities:
1. Lack of Quorum in the Municipal Development Council Resolution
2. Scope of Work and Details of Project were not made by the Municipal Engineering Office, instead by Contractors.
3. Invalid MDC Resolution signed by the Municipal Mayor Marcos Ayangwa which was forwarded to the Provincial Office for endorsement to Land Bank of the Philippines.
4. Not considering the conduct of Public Hearing in behalf of the Taxpayers/ Public
