RLM DRAFT noise pollution control 2021

The objectives of this bylaw are to:

Give effect to the right contained in section 24 of the Constitution of the Republic of South

Africa by regulating noise pollution within the area of the municipality’s jurisdiction;

To provide, in conjunction with any applicable law, an effective legal and administrative

framework, within which the Council can manage and regulate activities that have the

potential to adversely impact public health; and

Ensure that noise pollution is avoided, or where it cannot be altogether avoided, mitigated or

minimised.

(2) Any person exercising a power under this bylaw must exercise such power in order to give

effect to the objectives as set out in subsection (1).
